The RPA continues to process the Single Payment Scheme forms received by the deadline of 16 May 2005 together with forms received for the 2006 claim period.
- RLR Maps
Mapping queries are still being raised where the RPA cannot trace records of parcels entered onto the Single Payment Scheme forms. This can be due to the mixing up of field numbers with digits in the wrong place or from the RPA overlooking IACS 22 applications for new field numbers for these parcels. In some cases where fields have been on the RLR maps then subsequently missed off, these too can be queried. It is essential that all requests for information are dealt with promptly.
- Scheme Update
The RPA are still working hard to make 2005 payments to those farmers who have still received nothing, in particular those with claims greater than 1,000 Euros. They have confirmed that any monies unpaid by 1st July 2006 will attract interest at 1% above LIBOR subject to a minimum interest payment of £50.
It seems likely that 2006 payments will be starting later than the 1st December 2006 (start of the payment window) due to both the existing problems and also complications arising from the sugar beet compensation provisions.
- Entitlements
Some farmers have yet to receive a Validated entitlement statement and it is essential that payment statements are checked to ensure that the amounts paid are correct. We have found in some cases that the unvalidated entitlement statement had the correct information but the subsequent Validated entitlement statement was wrong which then led to incorrect payments.
Basic Scheme Information
The basis for the allocation will be the three regions of:
Moorland within the Severely Disadvantaged Area (M)
Other land within the Severely Disadvantaged Area (S)
All other land (N)
The payment relating to the entitlements will vary over the years made up from 90% historic and 10% flat rate element in 2005 to 100% flat rate in 2012.
The percentages given over the transitional period of 2005 to 2012 are:
- 2005 - 10% area, 90% historic
- 2006 - 15% area, 85% historic
- 2007 - 30% area, 70% historic
- 2008 - 45% area, 55% historic
- 2009 - 60% area, 40% historic
- 2010 - 75% area, 25% historic
- 2011 - 90% area, 10% historic
- 2012 - 100% area
The level of historic payments will be based upon the individual's claims
history and area payments will be paid at a standard rate depending on which
of the three regions the land is within.
