December 2010 - Auction Result

Lister Haigh has carried out another successful auction of agricultural land this year.

7.81 acres of productive grassland went under the hammer at Kirkby Malzeard on Friday 3rd December 2010. Despite the icy conditions several people attended and bidding was strong with the land eventually selling for £82,500 to a local landowner.

November 2010 - Compensation - High Speed Rail Link

High Speed Rail Link (HS2) The Government has confirmed its intention to press ahead with plans for a new high-speed rail link (HS2), the first leg of which would run between London and Birmingham. They have also outlined plans for the second phase, which would see the line divide north of Birmingham, with one branch going to Manchester and the other to Leeds.

The detailed route for the London to Birmingham stretch can be found on www.dft.gov.uk/pgr/rail/pi/highspeedrail/hs2ltd/route/ At this moment in time no route has been published for the second phase linking Birmingham to Leeds or Manchester.

A formal public consultation on the route and on the Government's overall strategy for high speed rail will take place during early 2011. This will be followed with the Government's decision on the future of HS2 and the preferred route for the London to Birmingham section.

November 2010 - Environmental Stewardship Payment changes

DEFRA has this week confirmed that it will be making changes to the timing of payments for the English Environmental Stewardship Schemes to comply with the EU Commission’s audit carried out earlier this year.

The current payment system for Environmental Stewardship Schemes is based on payments being received every six months in arrears following the start date of the Stewardship Agreement. The new payment method will result in payments being received in Autumn (September to December) and Spring (January to June) with Agreements commencing on 1st January to 30th June receiving their first payment in Autumn of the same year and Agreements starting on 1st July to 31st December receiving their first payment in the Autumn of the following year. Agreements which commenced before 1st February 2007 remain unaffected by these changes however all agreements which started on or after 1st February 2007 will be affected.

Natural England has also confirmed this week the budget available for the Higher Level Stewardship Scheme and confirms that the next available start date for HLS Agreements will be 1st April 2011.

We are pleased to announce that Catherine Johnston's baby has finally arrived. Elliana Melissa Annabel, 7lbs 6.5ozs was born on Saturday 6th November 2010 at 4.21 pm. Mother and Baby both well. Congratulations to both Catherine and Dan.

October 2010 - New Homes in Your Village/Town?

Following the adoption of the Council's Core Strategy Harrogate Borough Council are planning for the construction of about 390 new dwellings per year up to 2023/24. Most of this growth will take place in Harrogate, Knaresborough and Ripon but there will also need to be growth in the rural areas. The preferred sites for this growth, and preferred limits to constrain growth, are shown in the four 'consultation newspapers'. One of the four newspapers will be delivered to households and businesses throughout the District's rural areas. The current consultation process will run from 1st October to 26th November 2010.

The Annual Nidderdale Show, held on Monday 20th September in the picturesque surrounds of Bewerley Park, Pateley Bridge, is one of the county's foremost agricultural shows. It regularly attracts crowds of 20,000 and traditionally marks the end of the agricultural show season.

May 2010 - Home Information Packs Suspended

The coalition government has suspended the use of Home Information Packs (HIPs) by home sellers. Hips were introduced in 2007 in England and Wales. The aim was to speed up the house selling process by obliging sellers to provide much of the required conveyancing information when properties are first put up for sale. The requirement for packs will be suspended for anyone selling their home from 21 May, with the government needing legislation to outlaw them completely. The energy performance certificate, which ranks the energy efficiency of a home with A to G ratings, will be retained and must be produced by the seller within 28 days of putting a home on the market.

March 2010 - SPS Forms due out

The Rural Payments Agency has indicated that the 2010 Single Payment Scheme (SPS) Application forms will be due out next week.

Extreme care will need to be taken in checking them against the revised Rural Land Register (RLR) maps to ensure that the forms match the map information and also that the maps are correct.

March 2010 - RPA has paid 90% of 2009 payments

Latest figures, published show that over 98,000 farmers from the estimated total claimant population of 107,500 have received a full SPS payment from RPA and that 90% of the estimated total fund of £1.86 billion has now been paid for SPS 2009.
